Special Education

CSE office hours are noted below for each school building. The CSE office will be closed on school holidays.

Bolivar-Richburg Elementary

• Mondays, Tuesdays, and Wednesday mornings. 

Bolivar-Richburg Middle/High School

• Wednesday afternoons, Thursdays, and Fridays.  

In the event that school closes due to inclement weather on a day that your child’s CSE meeting is scheduled, please note that the meeting will be canceled and rescheduled at a later date.

The Committee of Preschool Special Education (CPSE) consists of a multidisciplinary team that is approved by the Board of Education.  Students are eligible for this program in the Bolivar-Richburg Central School District between the ages of 3-5. 

Please contact the Special Education Office if you are interested in referring your child to CPSE to determine eligibility for a special needs program.

Multidisciplinary CPSE Team

The multidisciplinary team may consist of the following members:

• The parent/guardian of the child
• Regular education teacher (if the child is or may be participating in the regular education environment)
• Special education teacher or related service provider
• A representative of the local school district
• An individual who can interpret evaluation results
• Other individuals who have knowledge or special expertise about the child
• An additional parent member
• A licensed or certified professional from the Department of Health’s Early Intervention Program (for a child in transition from the Early Intervention Program)
• A certified or licensed preschool representative from the municipality must be notified of scheduled meetings; however the CPSE meeting can be held whether or not the municipal representative attends.

A parent/guardian can request that a parent member not be present at the meeting.  If you wish to excuse the parent member for your child’s meeting, please contact the CSE office in advance of the meeting at 585-928-2913 and make your request known.

As a parent/guardian you may invite other individuals to attend your child’s CSE meeting; however as a courtesy we request that you contact the CSE office prior to the meeting and let us know who you will be bringing to the meeting.

The Committee of Special Education (CSE) is comprised of a multidisciplinary team that is approved by the Board of Education. 

The committee is responsible for students who are between the ages of 5 – 21.  The responsibilities of the committee are to determine eligibility for special needs services, develop and implement a student’s Individualized Education Plan (IEP), and place students in the least restrictive environment that adequately meets their academic needs.  If a student is determined eligible for special needs services, a disability classification will be determined at the new referral CSE meeting and the committee will meet at least once a year to review the student’s program and services.  Every three years a re-evaluation meeting will take place which will allow the committee to review a student’s academic success and records to determine if the student continues to require special education services.

Multidisciplinary CSE Team

The multidisciplinary team may consist of the following members:

• District representative
• Parent(s)/Guardians of the student
• General education teacher
• Special education teacher
• An individual who understands and can explain evaluation results and how the results affect instruction
• A parent member who has a child with a disability (not needed for sub-committee meetings)
• School physician (if requested by the parent)
• Other people who have knowledge or special expertise regarding the student, as requested by the parent or the school district (this would include related service providers/therapists that work with the student)
• The student, if appropriate

Special needs students, aged 15 years and older, will participate in transition activities each year during their annual CSE meeting.  A coordinated set of transition activities will be discussed and developed during your child’s CSE meeting.  

Transition services consist of the following areas:

• Instruction
• Related Services
• Community Experiences
• The development of employment and other post-school adult living objectives
• When appropriate, acquisition of daily living skills and functional vocational evaluations

Your child will be invited to attend their CSE meeting in order to participate in the transition process during the meeting.  Please discuss the following questions with your child prior to their CSE meeting so that they can be prepared to fully participate at their CSE meeting.

• Where does your child want to live after they graduate from Bolivar-Richburg Central School? (home, apartment, college dorm, etc.)
• What type of job will your child have? (working in a restaurant or department store, joining the military, or attending college, etc.)
• What skills does your child feel they need to improve in to be successful in their chosen career field?
• What strengths does your child feel that they possess in order to be successful in their chosen career field? 

** Your child’s special education teacher will also discuss these questions with your child to prepare them for their CSE meeting.  When the special education teacher calls you to remind you of the meeting, you may wish to discuss the topic of transition with the special education teacher.
